2010 Tax Relief Act (HR 4853, PL 111-312 12/17/2010) was signed into law on December 17, 2010.  One of the things that the 2010 Tax Relief Act did was to extend the Bush tax cuts (Economic Growth and Tax Relief Reconciliation Act of 2001, Jobs Growth Reconciliation Act of 2003, and Working Families Tax Relief Act).  The EGTRRA sunset, which was set for years beginning after December 31, 2010, is delayed until after December 31, 2012.  For the years 2011 and 2012 barring any further extension the rates will remain as they were after EGTRRA's effective date.
