IRS Proposed Regulation to Raise EA Testing Fees

The IRS has issued a proposed regulation to increase EA testing fees. The proposal would increase the fee to $99 per part for the IRS costs. The vendor fee of $99 would remain at $98. Consequently, the testing fee per part would be a total of $197. The explanation for the increase as stated in the proposal is that the IRS is required by law to cover its costs for administering the examination and that those costs have increased since 2006, when the fee was last increased. Specifically, the proposed regulation points to three reasons for the increase: - The number of individuals taking the examination is in the range of 20,000 per year but the current fee is based on 34,000 individuals taking the exam yearly. Accordingly, there are fewer test-takers to help pay for the fixed costs of administering the exam; - The cost to the IRS for background checks and other security measures has increased; and - The cost to the IRS to verify the vendor’s compliance with technology security have increased. The proposed regulation will be published in the Federal Register on Tuesday, January 26. There will be a hearing on the proposal on February 26 in the event any party formally notifies the IRS they would like a hearing on the proposal. The proposed regulation can be downloaded below.
