You may recall this is the case the AICPA filed against the IRS to stop the implementation of the Annual Filing Season Program. The judge in the District Court found the AICPA did not have standing to sue and dismissed the case.
The Appeals Court this morning ruled that the AICPA did have standing to sue. Presumably, this clears the way for the suit to be heard in the District Court.
